INSPIRE Environmental establishes Aberdeen base to support offshore wind expansion in the UK and Europe

INSPIRE Environmental, part of Venterra Group, has opened a permanent operational base in Aberdeen, placing the marine science company at the centre of Europe’s offshore energy sector. The move is intended to strengthen access to regulator-ready environmental data for offshore developments and support projects across Scotland, the wider UK and Europe.

The new base marks a long-term commitment to Scotland’s offshore wind market. INSPIRE plans to build a local team of around 30 specialists by 2030, supporting projects from early survey and consenting through construction and long-term monitoring.

Aberdeen is widely regarded as Europe’s busiest offshore energy hub and is central to the expansion of offshore wind in the North Sea. Establishing a presence in the city allows INSPIRE to mobilise survey teams more quickly and work closely with developers, regulators and supply chain partners.

INSPIRE serves as Venterra Group’s environmental science division. The company provides services across the offshore infrastructure lifecycle, including benthic and fisheries science, underwater acoustics, Nature-Based Design and advanced data services.

These capabilities are intended to support developers seeking clear environmental evidence during the planning and consenting process. Reliable datasets are increasingly important as offshore wind projects grow in scale and move into more complex marine environments.

A central element of INSPIRE’s approach is its use of Sediment Profile Imaging and Plan View, known as SPI/PV. The technology captures high-resolution images of the seabed and provides non-extractive data that can be analysed in near real time.

SPI/PV has been widely used in the United States for decades but is gaining increased attention in the UK and European markets. Regulators are beginning to favour proportionate seabed evidence that can provide detailed information without relying solely on traditional sampling techniques.

The method allows survey teams to collect seabed imagery quickly and adapt to conditions during fieldwork. This can reduce survey time, lower costs and help developers respond more rapidly to unexpected environmental conditions.

INSPIRE combines SPI/PV with conventional sampling and other non-extractive techniques to create datasets aligned with regulatory expectations. The company says this integrated approach can help reduce uncertainty in project planning and accelerate the consenting process.

The expansion comes at a time of significant activity in the UK offshore wind sector. Scotland is preparing for large scale development through the ScotWind and INTOG leasing rounds, which are expected to deliver major new capacity in the coming decade.

Regulators have also refreshed guidance on benthic surveys. Updated expectations place greater emphasis on proportionate evidence that matches the scale and sensitivity of individual projects.

The UK Government’s most recent Contracts for Difference auction, AR7, awarded a record 8.4 gigawatts of offshore wind capacity. This expanding project pipeline is increasing demand for environmental survey work and regulatory documentation.

Environmental performance is also becoming a greater focus within the planning process. Policy frameworks addressing underwater noise and marine mammal protection are tightening, with mitigation guidance from the Joint Nature Conservation Committee now embedded in many consenting requirements.

INSPIRE’s work includes physics-based acoustic modelling and integrated survey design intended to support developers in meeting these expectations. By combining acoustic modelling with environmental survey data, developers can plan mitigation measures early in project development.

INSPIRE has supported more than 27 gigawatts of offshore wind development worldwide since its founding in 2009. The company has been particularly active in the United States, where it has worked on more than half of all offshore wind projects.

One of its longest running monitoring programmes was carried out at the Block Island Wind Farm, the first operational offshore wind project in the United States. INSPIRE conducted benthic and fisheries assessments at the site, including a long-term monitoring study examining potential impacts on fisheries.

The company also provided environmental support for the South Fork Wind project, the first commercial scale offshore wind farm in the US. The work included high resolution benthic imaging, fisheries surveys and stakeholder engagement to document changes to the seabed and surrounding ecosystems.

Long term monitoring programmes from projects such as Block Island have contributed to research into the so called turbine reef effect. This phenomenon occurs when turbine foundations and scour protection create hard surfaces on the seabed that can attract marine life and increase habitat complexity.

Researchers studying these sites have observed colonisation by a variety of marine organisms, forming new communities around turbine structures. Findings from offshore wind monitoring programmes are adding to international knowledge about how energy infrastructure interacts with marine ecosystems.

INSPIRE’s Aberdeen office will also operate alongside Oceanscan, another Venterra Group company based in the city. Oceanscan provides marine data services and equipment support, allowing both companies to coordinate operations from the same location.

Shared facilities enable on site equipment management, maintenance and faster mobilisation for offshore surveys. This arrangement is intended to strengthen Venterra’s ability to deliver integrated environmental and marine data services for offshore energy projects.
