Vital Energi has reported guaranteed annual savings of £7.4 million and carbon reductions exceeding 15,000 tonnes through its decade-long delivery of public-sector projects under the RE:FIT framework. The company’s reappointment to RE:FIT 5 extends its role in helping local authorities, NHS trusts and universities procure energy efficiency and low-carbon generation schemes. Since joining the programme in 2016, Vital Energi has delivered more than £100 million of decarbonisation work across more than 30 projects. The portfolio combines measures ranging from LED lighting and solar generation to heat pumps, battery storage and building management system upgrades.
A Decade Of Verified Savings
RE:FIT was developed by the Greater London Authority and is supported across England and Wales by Local Partnerships. It provides public bodies with access to a pre-approved panel of energy service companies, allowing projects to be procured without lengthy individual tender processes.
For organisations balancing pressure on budgets with emissions reduction commitments, the framework’s model centres on guaranteed financial and carbon savings. Vital Energi states that performance has been independently verified throughout each contract, with actual results typically exceeding the guaranteed targets.
The latest framework term introduces a direct-award route intended to accelerate procurement. RE:FIT 5 also requires delivery partners to develop investment proposals to RIBA Stage 4, offering public bodies a more developed basis for investment decisions before works begin.
Swansea Bay Programme
Swansea Bay University Health Board is now four phases into a programme that began in 2019. Its work has combined energy conservation measures with solar generation and battery storage, and is reported to save more than £1.5 million annually while cutting carbon emissions by 3,797 tonnes each year.
The programme illustrates the scale of opportunities available when operational energy improvements and on-site generation are brought together under a single delivery route. It also highlights the importance of predictable savings for public institutions planning long-term estates investment.

Des Keighan, Assistant Director at Swansea Bay University Health Board, said:
“The RE:FIT framework is ideal for organisations that want to achieve decarbonisation quickly, whilst guaranteeing rapid payback. The fact that carbon and financial savings are guaranteed reduces risk and gives clients confidence in the success of the project. What Vital has done, in partnership with us and others, is to demonstrate that not only can organisations take big steps towards net zero through the RE:FIT framework, but those measures will pay for themselves.”
Campus And Council Investment
Vital Energi’s RE:FIT portfolio includes a £23 million programme for Westminster City Council covering 183 separate projects. The scheme includes the replacement of almost 10,000 light fittings and is among the largest RE:FIT programmes delivered in the UK.
At Aberystwyth University, the company is in a fourth phase of work covering energy performance upgrades across 20 campus buildings. Measures include heat pumps and a 2.5MW solar farm. The first two phases represented around £6 million of investment and are associated with annual carbon savings of 1,558 tonnes.

These examples show how the framework can accommodate varied public estates, from university campuses to local-authority buildings. The technology mix can be tailored to building condition, energy use and available space, while the contractual structure places emphasis on measurable results.
Social Value In RE:FIT 5
RE:FIT 5 gives social value a formal role in every project, covering areas including local employment and community investment. Vital Energi says it already undertakes this type of activity across its framework projects, including Climate Education sessions at local schools and local job creation.
The change broadens the programme beyond capital works and energy savings, connecting estate decarbonisation with benefits for communities served by public bodies. That focus is particularly relevant for councils, health organisations and universities whose buildings form a visible part of local infrastructure.

Scott Lutton, National Operations Director at Vital Energi, said:
“Public sector organisations are being asked to deliver more with less, while continuing to improve services and accelerate progress towards net zero. RE:FIT 5 offers a proven, low-risk route to delivering decarbonisation projects that reduce costs, improve buildings for the people who use them every day and create lasting social value; from Climate Education sessions at local schools through to local job creation. Having supported more than 30 individual projects through the framework over the past decade, we’re proud to continue helping councils, NHS trusts and universities progress their decarbonisation ambitions for their communities.”
Continuing Public Estate Decarbonisation
Vital Energi’s appointment to RE:FIT 5 maintains a delivery route for public-sector organisations looking to combine lower operating costs with investment in lower-carbon buildings. Its existing projects demonstrate the breadth of measures available, from lighting upgrades and building controls to solar, storage and heat pump installations.
With more than £100 million of work delivered through the framework since 2016, the company’s continued participation gives public bodies access to an established procurement mechanism with independently verified performance. The £7.4 million in guaranteed yearly savings and more than 15,000 tonnes of annual carbon reductions provide a clear indication of the potential scale when decarbonisation programmes are implemented across public estates.
