ImpactOS is designed to connect data across the social value lifecycle.

ImpactOS, launched by Pagabo Group, brings local needs analysis, tender commitments, procurement, project delivery and reporting into one social value platform. The system is designed to help public and private sector organisations align commitments with the priorities of specific communities, while tracking delivery through to audit-ready evidence. It combines Pagabo Group’s existing Loop technology with its recently acquired Impact Reporting tool. The launch arrives as PPN 026 places greater emphasis on good jobs and skills within social value activity.

Connecting Commitments To Communities

Social value commitments have become a familiar element of tendering, yet organisations can still face a disconnect between what is promised during a bid and what is delivered in a local area. ImpactOS is intended to address that gap by connecting information and activity across the full social value lifecycle, from planning through procurement and delivery to final reporting.

The platform’s focus on place-based intelligence is particularly relevant where projects must respond to differing neighbourhood priorities. Its local needs analysis function brings together verifiable data sources to help users understand community and neighbourhood-level needs, creating a clearer link between contracts, investment and intended outcomes.

Amman Boughan, group CEO at Pagabo Group, said:

“Today, commitments are so often made without understanding what a specific neighbourhood actually needs, while measurement remains inconsistent across sectors. Meanwhile, the all-important difference projects seek to make is simply not translating to the real world.

The platform’s proposition reflects a practical challenge for organisations seeking to make social value measurable rather than simply declarative. By organising local intelligence alongside operational data, ImpactOS aims to give bidding, procurement, delivery and sustainability teams a shared basis for decisions and reporting.

A Full Lifecycle System

ImpactOS unifies bid promises, supply chain commitments, delivery activity and final reporting in a connected workflow. The intention is to retain a clear line between a commitment made at tender stage and the evidence gathered once a project is complete.

Alongside lifecycle tracking, the system offers metrics that can be tailored to different stakeholders and sectors. Users can apply weightings that align with government policy, while retaining scope to reflect socio-economic, environmental, wellbeing and wider community outcomes relevant to a particular place or organisation.

That flexibility is paired with an emphasis on simpler administration. Pagabo Group positions the platform as a way for organisations to spend more time on delivery and less time compiling disconnected information across multiple processes.

Amman Boughan, group CEO at Pagabo Group, shared:

“Social value doesn’t need to be complicated, but it must be meaningful – and felt by the real people living in the communities it reports to serve. ImpactOS is the digital infrastructure for the next era of purpose-driven growth; here to be that operating system for social value, connecting together disjointed practices and rooting everything in real-life outcomes.

Good Jobs And Skills

The launch takes place against a policy backdrop that is giving social value added attention. PPN 026 places a stronger focus on good jobs and skills, while devolution to regional and local authorities is increasing the importance of understanding local priorities when planning investment and delivery.

ImpactOS is aligned to PPN 026 requirements and grounded in HM Treasury Green Book principles, according to Pagabo Group. The company says the platform supports users in developing and measuring strategies that account for good jobs and skills while continuing to consider environmental, wellbeing and community outcomes.

Amman Boughan, group CEO at Pagabo Group, stated:

“The recent publication of PPN 026 has set a clear government priority around good jobs and skills to evolve social value to have more meaningful outcomes for communities. But this doesn’t cap ambition, and environmental, wellbeing and other community outcomes matter no less than before. What the PPN does is position good jobs and skills as a non-negotiable core. ImpactOS has been developed to support creating and measuring strategies with that in mind, but not forgetting the alignment of wider social value commitments to place-based need.

The emphasis on a broader set of outcomes is a useful feature of the platform’s design. It recognises that social value programmes may have different priorities across projects, but still need a consistent way to connect commitments, implementation and evidence.

Rail Sector Capability

ImpactOS also expands the capabilities of Pagabo Group’s Rail Social Value Tool, a dedicated system developed with the Rail Safety and Standards Board for rail sector operations. The connection extends the platform’s relevance to sector-specific delivery requirements while retaining the same focus on tracking social value through a project lifecycle.

For bid teams, the platform is intended to support better-evidenced commitments at tender stage. During procurement and delivery, it is designed to help keep supply chains accountable and record progress as activity takes place. At project completion, the system aims to provide proof suitable for audit and evaluation.

Amman Boughan, group CEO at Pagabo Group, reflected:

“Ultimately, it’s about delivering better outcomes – and ImpactOS is powering that future by connecting fragmented processes and data to provide a layer of enhanced intelligence. Using this, what organisations can do is enhanced, moving them beyond reporting alone to managing social value more effectively from planning through to evaluation to create more targeted and meaningful outcomes around operations.”

Evidence For Meaningful Delivery

ImpactOS presents a coherent response to a central social value issue: ensuring that commitments are based on local needs and can be shown to have made a difference on the ground. Its combination of local data, adaptable metrics and connected workflow offers organisations a practical route to make their social value activity more accountable.

As expectations around jobs, skills and place-based outcomes continue to shape procurement, platforms that can join up planning, delivery and evaluation will have an increasingly useful role. Pagabo Group’s new system is positioned to give organisations stronger visibility over the commitments they make and the outcomes they can evidence.
